How do I turn it on and change the brightness?
Sweep your hand about 1.6 to 3.1 in (4 to 8 cm) above the sensing probe to switch it on or off, and hold your hand over it to adjust the brightness.

Does it need to stay plugged in?

Why doesn't the sensor respond?
Position your hand over the sensing probe on the base and move slowly and steadily. Fast or off-center movements may not trigger it.
